1. Recognises that the Black Sea Region (BSR) is of geostrategic importance for the energy security and the diversification of EU energy supply,EU given its proximity to the Caspian Sea, the Middle East and Central Asia and that after the accession of Romania and Bulgaria, the EU has become a major player in ithis crucial region but acknowledges that more needs to be done;

Having in mind new gas and electricity interconnections and new power plants (fossil fuel generation, renewable energies and nuclear projects), underlines that transparent market rules, protection of environment and investments, democratic participation, predictability and fair conditions for transit and trade of energy are needed;

Calls on this partnership to include transfer of knowledge and technology in the area of renewable energy and energy efficiency and technical support for grid design and points out that energy saving is key to increase security of supply, e.g. as achieving the 20% energy saving target would save as much energy as fifteen Nabucco pipelines could deliver;

Stresses that, in the context of international trade and transport of hydrocarbons in the region, it is essential to consider the environmental sensitivity of the Black Sea and the extremely busy Turkish straits, which is increasing the risks of accidents and oil spills at these busy and dangerous chokepoints;
