Recital 4
(4) Statistics developed, produced and disseminated under this programme should be available promptly and should contribute to the implementation of the policies of the European Union, as reflected in the Treaty on the Functioning of the European Union, the Europe 2020 strategy for smart, sustainable and inclusive growth and other policies addressed in the Commission's strategic priorities for 2010-2014 (i.e. strengthened and integrated economic governance, climate change, reformed agricultural policy, growth and social cohesion, people's Europe and globalisation) and should be fostered through actions financed under this programme where the European Union can bring a clear added value. The necessity for a prompt availability of statistics is specifically crucial in relation to the indicators underpinning the EU2020 objectives, since even until now certain data on these indicators for the year 2010 are still not available.

– Objective 1: provide quality statistical information to support the development, monitoring and evaluation of the policies of the European Union properly reflecting priorities; in particular regarding social and environmental statistics, which are not yet on an equal footing with economic indicators as well as the production and provision of more reliable statistics on public debt, including solid data on contingent liabilities.

Article 5 – paragraph 1
The programme shall be implemented in accordance with the principles of the European Statistics Code of Practice with a view to producing and disseminating high- quality, harmonised European statistics and ensuring the proper functioning of the European Statistical System as a whole. Appropriate measures shall be taken to ensure good coordination and effective priority setting within the ESS in order to contribute to the reduction of administrative burden on statistical respondents. National authorities and the Union statistical authority shall ensure that European statistics comply with the European quality standards and serve the needs of European Union institutional users, governments, regional authorities, research institutions, civil society organisations, enterprises and the public. Moreover, Eurostat shall disclose systematically and publicly whether it has doubts concerning the accuracy of information across all types of statistics. Eurostat shall also look at ways to make its publications, particularly those online, more user-friendly to the average citizen and non-professionals especially with regard to the use of graphs. Likewise, Eurostat's website shall allow easier access to complete long-term data series and include intuitive comparative graphs in order to give more added value to citizens; adds, furthermore, that its periodic updates should provide, where possible, information on each Member State and offer year-on-year and month- on-month series and, where possible and useful, long-term data series. Furthermore, the European Statistical System shall focus on improving the production and provision of statistics on economic activity in the third sector. This can be achieved through strengthening the cooperation between the national statistical institutes and through an improved classification of the aforementioned economic activity, based on the provisions of the UN Handbook on Statistics.

Article 7 – paragraph 1
The financial allocation for the Programme may also cover expenses pertaining to preparatory, monitoring, control, audit and evaluation activities which are required for the management of the programme and the achievement of its objectives; inespecially for measures to overcome the shortcomings in the production and provision of statistics which certain member states have revealed in the past; moreover particular,ly for studies, meetings of experts, expenses linked to the reimbursement of statistical experts, information and communication actions, expenses linked to IT networks focusing on information processing and exchange, together with all other technical and administrative assistance expenses incurred by the Commission for the management of the Programme.

Given that the contemporary global supply chain economy is no longer appropriately captured by statistics of trade flows and imbalances, there is a need to develop a global methodology to measure the value-added in order to get a real picture on economic growth, job creation and poverty eradication.
