Calls for further reinforcement of economic integration some of which may require Treaty changes and insists in this context on the need to increase democratic accountability and scrutiny as well as the EU action capacity and scope inter alia by: – using and extending as far as possible the ordinary legislative procedure, as well as using delegated acts and implementing acts for regulatory initiatives and EU funds; – changing unanimity requirement into majority voting as it is already foreseen in the Treaty ‘passerelle clauses’ in order to reinforce the Community method inter alia for tax policy; – using article 40 in protocol 4 of the Treaty to increase the democratic accountability of the monetary policy by means of the ordinary legislative procedure; – increasing own resources and the size of the EU budget in order to enhance in particular its counter-cyclical role; – speed up the process towards tax policy convergence i.e. by a CCCTB with common minimum rates; – make explicit provisions for enhanced surveillance and enforcement of economic policy coordination not only as regards national budgetary policies under the Growth and Stability Pact and multilateral surveillance but also with respect to social and economic policies in the broad sense and in particular regarding binding objectives for the EU 2020 strategy within a process of social and economic convergence; – to establish a European minister of Finance with responsibilities not only for economic policy coordination but also for the EU budget and who should be democratically accountable before the European Parliament; Stresses that a step further towards a Fiscal union within the Community method requires enhanced democratic ownership and a Treaty revision;

Recalls that the Regulation of the European Parliament and of the Council on the prevention and correction of macroeconomic imbalances states that "the application of this Regulation shall fully respect Article 152 TFEU and the recommendations issued under this Regulation shall respect national practices and institutions for wage formation. It shall take into account Article 28 of the Charter of Fundamental Rights of the European Union, and accordingly shall not affect the right to negotiate, conclude and enforce collective agreements and to take collective action in accordance with national law and practices.";
