Is convinced that the aim of Full Operating Capacity (FOC), based on a constellation of 27 satellites plus a suiAsks the Commission to share with the European Parliament information with regards to the different operational options and in particular a detabile number of spare satellites and adequate ground infrastructure, is a prerequisite to attain the added value of Galileo in terms of authentication, high precision and uninterrupted service and therefore to reap thd budget-breakdown of their financial implications; believes that this information is essential for the European Parliament for making informed decisions and should include: - the technical specifications (accuracy, geographical coverage, integrity, etc.) of the Galileo services that the different satellite economic and societal benefits; fears that Galileo could lofigurations could provide (including IOC and FOC, used its lead if the system is not completed in time and if the marketing and internationalisation of services are not carried out in an appropriate manner; believes that clear and unambiguous support from all European institutions for achieving FOC is needed ton combination with other GNSS systems or as standalone); - the role of EGNOS services with regards to the different possible Galileo configurations and the need, or not, for keeping EGNOS in a FOC constellation; - the associated costs of the possible Galileo and EGNOS configurations in terms of infrastructure investments but also management and convtince users and investgency costs (including IOC, FOC ors of the EU's long-term commitment; r possible option);

Calls on the Commission to complete the legislative framework and clarify the approach on effective governance; is disappointput forward a proposal for an effective governance for the different levels of development and management of the programme, including a clear role for the European Environment Agency for the development and coordination of user-driven services; regrets and is surprised that the Commission has not proposed including financing for GMES in the multiannual financial framework for 2014-2020; fearbelieves that the lack of a financing plan providing economic support willcould mean that investment made to date has been fruitless;

Calls on the Commission to propose a long-term financing plan, based on the examination of all possible options, and to establish an operational organisation responsible for the management and provision of data in order to enable the actual success of the programme; this needs to be coupled with a common European data policy to ensure real open access and availability of existing data; believes it is important to establish the agreements to be put in place with national agencies in order to maximise the interoperability and governance of the system; considers it necessary to ensure that a distinction is made between scientific use and commercial use, which requires specific structures and competences; hopes that the programme achieves its objective of being fully operational from 2014;
