Emphasises that EU institutions and agencies need to further raise awareness of the Charter at both national and EU level, by enhancing communication on fundamental rights, values and freedoms with a special focus on employment and social policies; underlines the importance of further promoting of fundamental rights and freedoms to citizens; calls for the EU institutions and agencies to better align their practices with regard to Charter implementation; regrets that the full potential of the Charter has not yet been fully exploited;
