Acknowledges that higher education systems have the potential to prepare peoplecitizens for the world of work: for instance, SMEs with no R&D facilities can benefit from university research resources and expertise, and SMEs can offer students internships and employment opportunities; calls, therefore, for closerstrengthening of cooperation between higher education institutions and SMEs.
