Underlines the vital role of the aviation sector to the EU economy and in terms of connectivity, especially in terms of growth and jobs since this industry supports over 5 million European jobs and contributes with 2.4% to the EU’s GDP, and to the EU connectivity with the rest of the world, and stresses the need to maintain a strong and competitive EU aviation sector;

3a. Reminds that equal treatment for different modes of transport should be supported, keeping in mind that large direct subsidies to road and rail, mostly for fare and discounts, are being paid, whereas aviation infrastructure is financed entirely by airlines;

Notes that the manufacturing of aircrafts is a sector that is particularly sensitive to carbon leakage; considers that border adjustment measures could be a suitable solution for addressing this problem; recognises that border measures are not incompatible with WTO rules as long as such adjustments are not discriminatory;

Calls for increased cooperation and coordination between the Commission and the Member States when negotiating air services agreements with key partners especially by liberalizing ownership and control issues between like-minded countries, in order to increase the EU’s leverage and its chances of accessing new markets;

7. Supports the Commission’s proposals to finalise ongoing negotiations with partner countries, complete negotiations for EU- level aviation agreements with all neighbouring countries by 2015, and open EU-level negotiations with certain key partners, notably Russia, China, certain Gulf countries, Turkey, ASEAN and India; also supports closer coordination within the EU by strengthening European airlines and European hubs.
