CStresses that access to retail outlets is of major importance to all EU citizens and that local businesses, in particular SMEs, contribute to achieving this objective; considers that accessibility must be addressed in full respect of subsidiarity; underlines, however, that local planning must not circumvent the Services Directive and create hidden barriers to the establishment of retailers;·
