CPoints to the lack of appropriate instruments of sound financial management and efficient control mechanisms; considers that greater efforts could be made to streamline certain provisions in the founding regulations of agencies relating to their governance and accountability mechanisms, taking into account the various types of agencies that currently exist, grouping them by their nature, specialisations and tasks, and defining the general principles governing the relationship between the institutions of the EU and the agencies; points out that these issues should also be addressed in impact assessments whenever the establishment of an agency is proposed;
