(21) In order to optimise the effectiveness and efficiency of the activities envisaged for the European Year of Development, it is important that a set of preparatory actions be carried out in 2013 and 2014, extending to all tiers of power.

(23) The primary responsibility for raising citizens’ awareness of development issues rests with Member States and, by extension, with local authorities.
