1. Welcomes the creation of the Bêkou EU trust fund and its contribution to the international response to the crisis in the Central African Republic; calls for Member States to become more involved in order to render this fund fully operational;

3. Is concerned by the growth of unrealistic expectations on the EU's development policy that it should help solve the refugee crisis and by efforts to divertabout the allocation of substantial EDF and DCI funds to cover migration related activities of unclear or doubtful development value, aand measures wrell as to military activities andating to climate actionchange; fully recognises the complex nature of many challenges and the need for multifaceted and complementary response actions, but insists on the need for clarity in funding arrangements, the identification of other, complementary sources of financing, and respect for international commitments, as well as for existing internal legal provisions; calls, therefore, for funds to be established to combat climate change whose sources should include financial transaction taxes and carbon taxes on international air and sea travel;

Notes that much of the EU's development assistancCalls, where the conditions are met, for budget support to be provided as an instrument to enable each country to decide its provided as budget supporown priorities and to take full charge of its own development; welcomes the evidence in the Court's Annual Report that overall, the conditions for the choice of this implementation modality are well respected by the Commission, but recalls that the effectiveness of budget support tends to be extremely difficult to assess; asks the Commission to avoid budget support in countries where risks are high and other modalities are better suited;
