Believes that in order to ensure better conditions for job creation for the SME sector Member States must address the following problems, which are unequally present in different regions: skills scarcity and brain drain; regulatory burdens and regulatory uncertainty; the shadow economy; poor innovation capacity; limited access to funding arrangements; the lack of availability and quality of business parks; high energy costs and the de facto privileged position of multinational corporations (MNCs);

Takes the view that the artificial academisation of specific professions is not helpful if one wishes to tackle the problem of skills scarcities in SMEs; bBelieves that vocational training in education must be more in keeping with the profiles that are needed on the labour market and that vocational training, and especially dual systems operatrganised in cooperation with SMEs and businesses, with the aim of acquiring recruits with specific competences, should be given more public support;

22. Notes that in some cases EU competition policy results in privileging that mostly benefits big market operators that are characterised by greater economic efficiency than SMEs; therefore asks that cooperation between larger businesses and SMEs be stimulated; stresses in this regard the need for specific measures for SMEs in order to curb their market diseconomies, thus enabling their internationalisation and boosting their jobsuring access to innovative research and process-oriented innovation and access to public tendering procedures; also points out the increasing importance of internationalising SMEs and the need to organise and introduce targeted initiatives and measures – tailored to SMEs – in order to foster export opportunities for SMEs and their internationalisation and to encourage them to explore and enter new and rapidly growing markets outside the EU, and thereby increase the competitiveness, market share and employment creation potential of SMEs;
