3. Calls on the EIB to undertake not to fund certain types of project and to draw up lists of ‘banned areas’ and ‘banned technologies’ covering, for example, projects that result in significant changes to important natural habitats or in the production of banned substances, large dam projects that fail to comply with the recommendations of the World Commission on Dams, and extraction projects (oil, gas and minerals) which have a devastating environmental and social impact and do not comply with the World Bank Extractive Industries Review recommendations; or which fail to reach the average European environmental benchmarks. Welcomes the increased role of the EIB's structural programme loans (SPLs) in helping Member States to finance their contributions to programmes supported by EU Structural Funds; calls on the Commission to work with the EIB to ensure that investment in infrastructure projects is not postponed as a result of the economic difficulties faced by Member States;
