Stresses the importance of protecting high level intellectual property rights whilst encouraging investments, whilst developing innovative products and services and ensuring a return on investments; calls for the setting up as quickly as possible of a mechanism to support intellectual property rights, especially when setting out a common patent protection procedure and a common procedure for the resolution of disputes in all member states;
