Notes with particular concern the severe cuts in payment appropriations for the Instrument contributing to Stability and Peace (ISP) which is already suffering from a shortfall in payment appropriations during the current year that can only be exacerbated by the new cuts; stresses that the ISP is a vital tool for the EU's crisis management and conflict resolution activities, for example in Ukraine;

Reiterates the importance of transferring the budget line for EU Special Representatives (EUSRs) to the EEAS budget in order to support their better integration into the EEAS, in accordance with the proposal made by the HRVP in the EEAS Review, Parliament's recommendation of 13 June 2013 and the European Court of Auditors' Special Report 11/2014;

Urges the Commission, following the example of the EEAS, to provide annually updated data about the number of Commission staff in delegations, both internal and external, broken down by country and directorate-general and with an indication of what budget line they are funded from to enable the budgetary authorities to better assess the Commission's global activities;
