Notes that in 2014, the Agency concluded a EUR 15 million framework contract for high-level consultancy services (covering the 2014-2017 period); The objectives and activities to be carried out were not sufficiently specific to justify the procurement decision or the volume of the contract; points out that there is no evidence that the Management Board had been consulted on the procurement decision, which would have been more appropriate given the nature and value of the contract, even though the Financial Regulation does not require it;
