Recital 8
(8) The programme should include a strong international dimension particularly as regards higher educationvocational education and training, higher education, adult learning and non- formal learning in the youth and other sectors, not only to enhance the quality of European higher education and training in pursuit of the broader ET2020 objectives and the attractiveness of the Union as a study destination, but also to promote understanding between people and cultures, and a contribution to the sustainable development of higher education and training in the third countries.

Recital 14
(14) The renewed Copenhagen Process (2011-2020) defined an ambitious and global vision for Vocational Education and Training policy in Europe, and requested support from Union Educational Programmes to the agreed priorities, including international mobility and reforms implemented by the Member Statecrucial role played by vocational education and training (VET) in reaching a number of targets set out in the Europe 2020 Strategy is widely acknowledged and defined in the renewed Copenhagen Process (2011-2020), particularly taking into account its potential in addressing Europe's high level of unemployment, especially youth unemployment and long- term unemployment, promoting a culture of lifelong learning, countering social exclusion and promoting active citizenship. It is necessary to address the urgent need to strengthen the transnational mobility of VET learners, including apprentices, teachers and trainers, and to promote cooperation through partnerships at all levels between stakeholders concerned and to assist the Member States in modernising their VET systems.

14. 'adult learning’ means all forms of non-vocational adult learning, whether of a formal, non-formal or informal natureers' refers to individuals over the age of 25 who are engaged in learning activities; it may also refer to individuals over the age of 16 who have exited the formal education system;

Article 5 – paragraph 1 – point c – introductory part
(c) To promote the emergence of a European lifelong learning area, trigger policy reforms at national level, support the modernisation of education and training systems, including non-formal learning, and support European cooperation and complement policy reforms at local, regional and national and European level in the youth field, notably through enhanced policy cooperation, better use of recognition and transparency tools and the dissemination of good practices;

Article 5 – paragraph 1 b (new)
1b. The "Adult Education" sub- programme shall pursue the following specific objectives in the area of adult learning: (a) to strengthen European participation among adult learners and senior volunteers, particularly through mobility projects between Member States; (b) to promote the continuous acquisition of knowledge and participation in learning among adults, particularly the low-skilled and the low-qualified, by developing a culture of lifelong learning; (c) to promote the work-life-learn balance; (d) to promote the development of effective lifelong guidance systems; (e) to promote validation of non-formal and informal learning (f) to promote active, autonomous and healthy ageing.

2. This action will also support the transnational mobility of students, young peopletrainees, students, adult learners and staff to and from third countries as regards higher education, vocational education and training and adult learning, including mobility organized on the basis of joint, double or multiple degrees of high quality or joint calls, as well as non-formal learning.
