Highlights the importance of investing in youth and future leaders, by making full use of the scholarship opportunities under the 'Erasmus for All' programme to foster student exchanges between EaP countries and the EU Member States, by continuing financial support for the European Humanities University in exile, and establishing an Eastern Partnership University and the Black Sea European College, which would provide postgraduate education and seek to form future leaders from EaP countries and the EU Member States;
