1. Notes that the implementationmain objective of the European Development Funds (EDFs) concerns countries that are facing aggravating impacts of climate change andis to reduce poverty and eradicate it in the long term in the African, Caribbean and Pacific (OACPS) region and to achieve sustainable development of overseas countries and territories that are weakened by the consequences of the COVID pandemic, Russia’s war in Ukraine, as well as rising debtunjustified and unprovoked aggression in Ukraine, rising debt, as well as new and forgotten crises and conflicts; insists, therefore, that the remaining projects under the EDFs should focus on advancing the implementation of the Sustainable Development Goalsactivities in the area of economic and social development and security as well as cooperation on migration control and regional integration;

2. Highlights the role of local implementing partners and the need to ensure their support and capacity building; notes that with the phasing out of EDF projects, local know-how on dealing with EU funds should be maintained, with a view to using them for projects under the Neighbourhood, Development and International Cooperation Instrument (NDICI) - Global Europe instrument; points out that the significant diversity of needs and specific circumstances among the ACP group of countries and overseas countries and territories covered by the EDF calls for an individual and tailored approach;
