Endorses the more effective use of funds for the development of new skills and greater participation by national governments in boosting the creation of new jobs, including in the burgeoning 'green economy’; this involves principally the greatest possible mobilisation of funds: the European Social Fund (ESF), the European Fund for Regional Development (EFRD), the European Agricultural Fund for Rural Development (EAFRD), the Lifelong Learning programme and the Progress programme;
