Condemns the barbed wire fences erected along the border between Spain and Morocco in an attempt to discourage irregular immigration; believes that this measure fails to provide an effective deterrent and is severely detrimental to persons seeking to enter European territory; considers the erection of barbed wire fences to be contrary to EU policy on the promotion and protection of human rights and to the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment;
