Is of the opinion that the Commission needs to undertake an evaluation of the Service Directive to determine whether it has achieved its main goals and to treat the issue; calls on it in particular to assess whether maintaining a part of the social services of general interest to which the directive applies represents a risk to the running of these services in the public interest and whether the definition in Article 2 of the directive of the social services excluded guarantees sufficient legal certainly for the latter; considers that the issue should be treated as a matter of urgency;
