Recognises that one of the biggest challenges developing countries are facing is the massive outflows of illicit capital, mainly to Western financial institutions1 1 "Illicit financial flows from Africa: Hidden resource for development” by Global Financial 1 ; estimates show that over a 39 year period, Africa lost USD 854 000 million in cumulative capital flight, enough to not only wipe out the region's total external debt but potentially leave USD 600 000 million; recognises that off-shore centres and tax havens facilitate an annual illicit capital flight of USD 1 trillion; observes that these illicit monetary outflows are roughly ten times the amount of aid money going into developing countries for poverty alleviation and economic growth1development;
