Notes withExpresses great concern that carry-overs of committed appropriations were high for title III at 46 %; stresses that, although this is partly justified by the multiannual nature of the Agency’s operations and by the duly justified carry-overs included in the Court of Auditors' sample, nevertheless such a high level is at odds with the budgetary principle of annuality;

Regrets that the Agency continues to have high administration costs and fails to understand how the Agency can justify such a situation, given an increase in revenue from the fees charged to outside businesses for its services; acknowledges that the large increase in revenue stems from an increase in the number of certification applications received, rather than as a result of an increase in tariffs;
