1. Notes that, essentially, the reason fewer reasoned opinions have been issued is that the Commission has not brought forward many legislative proposals, butfailed to deliver all the necessary legislative proposals addressing both current and emerging risks; among the five proposals that gave rise to the largest number of reasoned opinions in 2014, two fell within the ENVI Committee's areas of responsibility1 ; ; __________________ 1 COM(2014)0397 and COM(2013)0894.
