(1a) The General Union Environment Action Programme to 2030 ('8th EAP') also sets out thematic priority objectives for 2030 in the areas of climate change mitigation, adaptation to climate change, protecting and restoring biodiversity, a non-toxic circular economy, a zero pollution environment and minimising environmental pressures from production and consumption across all sectors of the economy. In order to help achieve the objectives of the 8th EAP, the Commission is required by 2023, in consultation with Member States, to set out a methodology to identify non-fossil fuel environmentally harmful subsidies. In order to consolidate this work, the Commission should come forward, as soon as possible, with a new module on environmentally harmful subsidies or support measures potentially harmful for the environment based on the methodology developed under the 8th EAP, as well as a new module on energy subsidies including fossil fuel subsidies.

(6) In order to better monitor progress towards a green, competitive and resilient circular economy and to monitor progress towards the Sustainable Development Goals the 8th EAP objectives, and to monitor progress towards the Sustainable Development Goals in a Union context, additional data is required. The 8th EAP aims to accelerate the green transition, in a just and inclusive way, to a climate- neutral, sustainable, non-toxic, resource- efficient, renewable energy-based, resilient and competitive circular economy that gives back to the planet more than it takes. The green transition should take place in the context of a well- being economy where growth is regenerative and which enables systemic change, which recognises that the well- being a Union context, additional data is requirednd prosperity of our societies depend on a stable climate, a healthy environment and thriving ecosystems and which provides a safe operating space within planetary boundaries.

(6a) Comprehensive carbon accounts in ecosystem accounting are needed to inform the ecosystem service of global climate regulation. Carbon accounts are based on both the extent of ecosystem types and their condition. It is necessary to differentiate categories of the condition within ecosystem types because this represents the ecosystem as a carbon reservoir in terms of its stability, longevity and resilience of the carbon stocks. Basic categories for forests and woodlands would include plantations, even-aged monoculture managed for commodity production, mixed species and ages managed for commodity production, semi- natural forest, and natural forest.

- A carbon stock account shall be reported based on the extent of ecosystem types and their condition. A basic classification of ecosystem condition in terms of the status of forests includes plantations, even-aged monoculture managed for commodity production, mixed species and ages managed for commodity production, semi-natural forest, and natural forest. Stocks are reported in tonnes carbon/ha (tC/ha) for each category and total (tC) for the area of each category of forest type by status. As a component of the carbon stock account losses and gains between carbon stocks shall be recorded.

– Global climate regulation is defined as the ecosystem contribution to reducing concentrations of greenhouse gases in the atmosphere through the removal (net sequestration) of carbon from the atmosphere and the retention (storage) of carbon in ecosystems. The contributions shall be reported in terms of tonnes of net sequestration of carbon and tonnes of organic carbon stored in terrestrial ecosystems, including above ground and below ground in the first 0.3 metres of the soil (including in peatlands), with a depth greater than 0.3 metres recommended where possible, particularly for peatlands and organic soils. For forest ecosystems, reporting follows the following categories of the carbon stock account using ecosystem types and their condition which represent the quality of the carbon reservoirs: plantations, even-aged monoculture managed for commodity production, mixed species and ages managed for commodity production, semi-natural forest, and natural forest.
