Notes the high amount of carry forwards and cancellations in 2009 and considers that there have been improvements due to intensive and continued monitoring of the budget combined with closer cooperation with Frontex' implementing partnershopes that an intensive and continued monitoring of the budget will bring about improvements, but urges Frontex to further improve planning, in order to avoid carry-forwards and cancellations;
