Calls on the Member States to put in place a regulatory environment and fiscal incentives that encourages the development of a circular economy, such as reducing or lifting taxation on renewable resources, including labour, and differentiating VAT rates in accordance with the waste hierarchypromotes sustainable, decent and quality jobs, ensures progressive taxation, and a more even distribution of tax burden accross labour, profits and consumption.
