Proposes that an additional 257 MEPs will be elected by a single constituency formed of the whole territory of the European Union; transnational lists will be composed of candidates drawn from at least one thirdll of the States, and will be gender-balanced; each elector will be enabled to cast one vote for the EU-wide 1 The Sainte-Laguë method uses divisors of 1, 3, 5, 7, etc, and was used in the 2009 European elections in Germany, Latvia and Sweden.
