(46a) This Regulation takes account of access to food as a human right. It bears in mind the negative impacts of past trade agreements on farming and food production and therefore local regional and national food security, especially in developing third countries as well as in LDCs,

Article 1 – paragraph 1
This regulation shall be in line with a common agricultural and rural policy which enhances EU goals for environmental protection, animal welfare and fair trade. This regulation recognises the right of farmers and rural workers to gain a decent income for producing healthy food and environmental stewardship they provide to society. This Regulation lays down the trade arrangements applicable to imports of processed agricultural products which are in accordance with European standards and fulfil the precautionary principle, and exports of non-Annex I goods and agricultural products incorporated in those non-Annex I goods.

Article 1 – paragraph 1 a (new)
In accordance with Article 208 of the Treaty on the Functioning of the European Union (TFEU), objectives of development cooperation, including those approved in the context of the United Nations and other international organisations, shall be taken into account under this Regulation, so that measures taken under this Regulation shall not jeopardise the food production capacity and long term food security of developing countries, in particular least developed countries (LDCs), and nor shall they inhibit the Union achieving its commitments on mitigating climate change.

Article 1 – paragraph 2 a (new)
In line with Article 208 of the TFEU, the Union shall conduct its external relations in accordance with international commitments, obligations and policy objectives and in a way that is consistent with the objectives set out in Articles (objectives) of this Regulation and in other Union policies; and therefore it shall seek to improve policy coherence of Union initiatives, with particular regard to environmental, trade and development activities and strengthen consistency of actions taken in the context of development cooperation and scientific, technical and economic cooperation.

Article 2 – paragraph 1 – point i a (new)
(ia) "qualified external protection" means an external protection that would exclude the import products that do not meet EU food safety laws and that raise tariffs on products not meeting our environmental, animal welfare or social standards. A rural development funds created through this measure shall be available for developing countries implementing programs to help farmers to reach these standards.
