Stresses that farmers and farm workers are, by virtue of their profession, exposed to a range of external factors, such as price and market fluctuations or even unpredictable weather, that make employment prospects precarious and insecure; considers that the Commission and the Member States must encourage the use of income-stabilisation and risk- management toolsremunerative farm gate prices covering production costs are fundamental to secure farmers' incomes in the long run;
