Guided by the principle of subsidiarity, and seeing the enormous potential for cooperation at local and regional level, underlines the considerable importance of creating an effective, multilevel structure for cooperation; in this respect, calls for the cross-border cooperation mechanisms put in place at the local and regional level to be improved, developed and strengthened;
