Stresses that the discussion about the resources for cohesion policy should be based on an analysis of the needs and take account of the evaluation of the implementation of the policy in the previous programming period; recalls that cohesion policy is a pro-growth investment policy fighting the crisis and will therefore gain importance as an EU instrument for boosting sustainable growth, creating jobs, stimulating public investment and, reducing social inequities and poverty, stimulating energy transition and combating climate change;
