1. Notes that public procurement is a key market based instrument which plays a role in fostering sustainable employment and working conditions and can make an important contribution towards meeting the Europe 2020 targets; stresses, furthermore, the important role that public procurement can play in promoting a European social model based on quality jobs, equal opportunities, non- discrimination and social inclusion;

Recognises that contracting authorities have an important role in using their purchasing power to procure goods and services with higher ‘societal’ value; calls, accordingly, on contracting authorities to assess the social risks and the impact of their own activities and of the supply chain; calls on the Commission to foster the development of contact points for environmentally responsible public procurement within the individual Member States, with a view to developing socially responsible procurement practices and providing stakeholders with specialised legal advice;
