(3) The Communication from the Commission on Europe 2020 sets out a strategy for smart, sustainable and inclusive growth. A well-functioning area of justice, where obstacles in cross-border judicial proceedings and access to justice in cross-border situations, including those relating to disputes, access to preventive justice in cross-border situations and effective access to litigious and preventive justice, particularly practitioners working in these fields (judges, lawyers and notaries), are eliminated, should be developed as a key element to support and promote the specific objectives and flagship initiatives of the Europe 2020 Strategy.
