Urges the Commission and EACEA to improve the evaluation procedure by increasing the number of evaluators in the first phase, and to provide for a de visu collegial decision round to select candidates from among those shortlisted in the second phase; stresses that transparency needs to be very high and the grounds for rejecting projects need to be very thoroughly and clearly explained in order not to jeopardise the acceptance of the programme on grounds of incomprehensibility;
