Calls on the EU and the Member States to anticipate change, i.e. to overcome information failures and uncertainties and foster awareness, social learning processes and changes in consumption patterns; states that companies invest in clean technologies only if there is some security about future benefitmore tax incentives and advantages are needed for companies to invest more in clean technologies and that workers are willing to face change if there is a prospect of future employment and a safety net;
