Calls on the European Council to make tackling youth unemployment a priority and on Member States to develop comprehensive strategies for young people who are not in employment, education or training; calls on Member States to introduce a Youth Guarantee, securing the right of every young personmplement active labour market policies to ensure that young unemployed people in the EU to bare offered a job, an apprenticeship, additional training or combined work and training after a maximum period of 4 months' unemployment; stresses the importance of reducing precarious employment among young people;
