Calls on the Commission and Switzerland to explorein the short run to look into the possibilities to find horizontal solutions to certain institutional issues, to decrease fragmentation in the decision-making system and to enhance communication between the Joint Committees; calls for Switzerland to be more closely involved in the decision-shaping process within the EU, e.g. by allowing it to make recommendations;
