Points out that the petitioners refer to problems relating to the schooling of disabled children, access to insurance, aencounter many barriers to normal use of the education system and access to insurance, and draws attention to the lack of public transport facilities and infrastructure and the lack of harmonisation within the EU of the scales used to determine the degree of disability, which can frequently lead to social exclusion;
