Considers that the European Animal Welfare Framework Law should include measures to solve the stray animal problem, which is particularly serious in the EU’s southern and eastern Member States, and urges that EU funding be provided for the implementation of effective sterilisation and castration measures; calls on the European Union and the Member States to ratify the European Convention for the Protection of Pet Animals and to transpose its provisions in national legal systems;
