Calls on all the institutional actors- European institutions, National Parliaments and executives, local and regional authorities- to reorganise the policy process, and in particular the implementation, of all legislation dealing with the single market, so as to be able to deliver results faster and more efficiently; Calls on the Commission to set-up a framework for these national and local authorities to cooperate throughout this process, fully respecting the principle of subsidiarity;
