Recalls that Article 312(5) TFEU requires that the Parliament, the Council and the Commission take any measure to facilitate the adoption of the financial framework throughout the applicable procedure and that for that purpose the Council should ensure that Parliament is informed beforehand on the legal instrument it intends to submit to Parliament for consent;
