Stresses that cohesion policy provides for the necessary critical mass of growth friendly expenditure, including investments in innovation and research, digital agenda, expenditure to facilitate the access of SMEs to finance, investments in environmental sustainability, in priority Trans-European Transport links, as well as in education and social inclusion; points out that all its instruments (the ESI Funds) are now conditional on the respect of sound economic governance procedures;

Calls on the Commission and the Members States to ensure from the programming stage of the ESI Funds, namely the adoption of Partnership Agreements and Programmes, the correct setting of priorities in order to adequately address the challenges identified in the relevant Country Specific Recommendations and relevant Council recommendations, so as to provide for full alignment with the economic governance procedures from the start and avoid reprogramming requests on short and medium term;
