5. Insists that the Agencies should have adequate resources to implement the systems and projects which were recently approved; considers, therefore, that the budget of the Frontex Agency should be increased to provide them with sufficient resources to operate Eurosur; considers further that the budget of Europol and of the European Asylum Support Office (EASO) should be increased in order to provide for the new established European Cybercrime Centre as well as the recently adopted asylum package and the new tasks resulting thereof for the three agencies;

Welcomes the creation of a budget line for the "Smart Borders Package", creating a single Entry Exit System and a Registered Traveller Programme for the EU; recalls the estimated costs for the development of both systems and their European added value; urges the Commission and Member States to ensure a swift implementation and to avoid any ex post increase of the costs;

Expresses serious concerns about the proposed merger between the European Police College (CEPOL) with the European Police Office (Europol); repeats its severe doubts about the projected savings of this particular merger; calls upon the Commission to propose an alternative solution to maintain CEPOL as an independent agency and present it to the Parliament and the Council in a timely manner; furthermore, calls upon the Commission to prepare for a draft amending budget in case the relocation of the agency becomes necessary;

Notes that a coherent approach is needed for the provision of information about the European elections; supports, therefore, the promotion of turnout at the 2014 elections, provision of information about the election date, and awareness- raising among citizens of the Union by informing about their electoral rights and the impact of the Union on their daily lives in all languages of the Union; believes that an ex post evaluation of the communication strategy for the elections 2009 and 2014 should be undertaken;
