1. Highlights the successful implementation of Horizon 2020, as demonstrated by the growing number of proposals submitted, a high number of which are of excellent quality, by the simplification of internal processes and by the reduction of the time-to-grant; calls for the continuation of the very successful grant-based funding scheme to maintain the competitiveness of European research institutions and companies in a time of increasingly fierce global environment;

Draws attention to the enormous untapped potential of R&I in Europe and the need to retain scientific talent; calls on the Union to continue working towards highly ambitious funding programmes in the futureemphasises the importance to reinforce funding for fundamental research in the area of excellent science and industrial leadership; regrets that existing programmes as Future and Emerging Technology, Marie Skłodowska-Curie actions or Innovation in SMEs are highly oversubscripted; calls on the Union to continue working towards highly ambitious funding programmes in the future; urges the Member States to increase the financial resources for all highly oversubscripted programmes.
