Recommends that the annual budget planning for all buildings shall earmark an allocation for maintenance and renovation costs corresponding to 3% of the total new building costs, as part of a regular and anticipatory building policy; underlines the need for a building strategy that ensures cost-effectiveness and highlights potential benefits resulting from the proximity of buildings such as synergies through the sharing of back office functions, office space and room allocations;
