Recital 11
(11) Therefore, a part of the revenues generated by the inclusion of building and road transport into the scope of Directive 2003/87/EC should be used to address thein priority to promote and foster social impacts arising from that inclusion, for the transition to be justence, innovation and research on sustainable and future-proof technologies, as well as to achieve the objectives of the Social Climate Fund and, inclusive, leaving no one behind part, to reimburse debts arising from COVID-19 recovery loans.

Recital 15
(15) Member States, in consultation with regional level authorities, are best placed to design and to implement Plans that are adapted and targeted to their local, regional and national circumstances as their existing policies in the relevant areas and planned use of other relevant EU funds. Regional level competences, especially with regard to the allocation of funds, should remain unaffected. In that manner, the broad diversity of situations, the specific knowledge of local and regional governments, research and innovation and industrial relations and social dialogue structures, as well as national traditions, can best be respected and contribute to the effectiveness and efficiency of the overall support to the vulnerable.

Recital 25 a (new)
(25a) When establishing time frames for the financing of investments through the Social Climate Fund, account should be taken of the fact that raw material and skills shortages may significantly delay specific measures and targets (such as renovations in particular). The time frames must therefore be realistic and adequate, in order to allow for targets to actually be met in the Member States.

(29a) It should be emphasised that the Fund makes provision, in particular, for the promotion of building renovation or new construction for the socially disadvantaged and those on low incomes. When drawing up guidelines for implementation, regard must be had for the competences and national regulations of Member States.
