The Commission is empowered to adopt delegated acts in accordance with Article 15 on the basis of a feasibility study to amend the detailed topics listed in Annex I so as to reflect relevant technical, social and economic developments and respond to the new needs of users. In exercising this power, the Commission shall ensure that:

3. The adaptations of the planning referred to in paragraph 1 shall be made no later than 2430 months before the beginning of the each data collection period, as specified in the planning. These adaptations shall aim to ensure effectiveness and consistency of the planning with users’ needs.
