2. Welcomes the progress already made in implementing projects relevant to the ‘More and better jobs’ Guideline; strongly recommends however that the mobilisation of resources for the achievement of the poverty reduction target of the Europe 2020 Strategy should become a priority, in view of the economic crisis and the growing number of unemployed; strongly recommends however that the Commission introduce methods for cooperating with the Member States that will make it easier for structural programme funding to be taken up;

3. Calls on Member States to reduce excessive administrative costs and obstacles that hamper policy goals regarding access to ebarriers and other obstacles to the imployement, combating poverty and development of skills; recognises that ‘earmarking’ discipline has improved implementation of the programmesation of operational programmes, with a view to enabling funding to be utilised without unnecessary delay;
